SAP and the New Company Pension Reinforcement Act – Information by FIS at the HCM Experts Forum

The sought-after information event for HR departments using SAP HCM takes place in Schweinfurt on December 18, 2018.

Traditionally, there is a strong demand for the HCM Experts Forum, which takes place on December 18, 2018, at the Schweinfurt Maininsel Conference Center. On the occasion of this information event, FIS will again inform HR departments on what to be aware of after the turn of the year. This time, for instance, the focus is on the subsidization for retirement provisions according to the new Company Pension Reinforcement Act and the A1 Electronic Application and Certification Procedure.

The last two years were particularly influenced by the EU GDPR (General Data Protection Regulation) preparations whereas now HR professionals focus on other topics, such as the new Company Pension Reinforcement Act. If an employee converts part of their gross income into retirement provisions, social insurance contributions do not have to be paid by the employer, i.e. 15 % on average. In accordance with the new Company Pension Reinforcement Act, they mandatorily have to pay these contributions into the retirement provisions of the employee, which at the same time increases the volume of savings. This applies for new contracts as of 2019.

At the end of the year, SAP will publish details as to how the SAP HCM rule set/payroll schema will change and be made ready for subsidization. At the HCM Experts Forum, FIS will summarize the new developments and present them in compact form.

Further legal innovations concern adjustments of wage and income taxes. In the field of social insurance, FIS will inform on the reintroduced equal financing of the additional contribution by the employees for health insurance. As of January 01, 2019, the contribution will no longer be completely paid by the employee (so far, employers only had to bear a fixed share of health insurance) since the legislator will return to equal financing. This requires adjustments in SAP.

The HCM professionals will also inform about the mandatory A1 Electronic Application and Certification Procedure according to sec. 106 SGB IV (German Social Security Code) concerning employees sent abroad, another new electronic communication process in the area of human resources. According to this procedure, an employer may apply for an A1 Certification to the competent authority (health insurance company/German Pension Insurance) provided that the German legal provisions on social security apply for persons temporarily employed in another EU member state, another contracting party to the Agreement on the European Economic Area or in Switzerland.
